Use the following trick to start the game with LR Bombers, ADV. Warships, Jet fighters, Rockets, Gunnery Radar, and Search Radar. Start the Negotiations: Breakdown scenario (11-1-41) as the Japanese or Allied forces. Devote the maximum allowed funds for the skills "Intel" through "Aviation" until "Budget" for each is 99, but leave one at 98. You can then continue allocating funds to fuel, materials, and industry. At the home Port, start a conference to raise a skill. When asked for a skill, choose the skill you left at 98, and put $50 into that skill. You will then have all technology available.
